Setting up a workflow that triggers from the Sales order?

I want to trigger a workflow with a "show message state" when the Fulfill button is clicked or when the item fulfillment is opened. I have created a check box called bill only and when this is checked I want a message to pop up. The issue I am facing is that there is no option to trigger this workflow from that button. Anyone have input for me?
