User Event on Folder, possible, but how to?

I'm wondering how a User Event script Applied to Folder records is supposed to function. I've setup a script, deployed, applied to Folder on BeforeLoad, pared down my script file to a single log statement, and it does not get triggered when I create or edit a file cabinet folder. Can anyone tell me how to trigger the User Event script on Folder records?
