Error Message - Country Field?

We continue to receive the following error message when fulfilling select customer's orders.  We use UPS integration.

"A shipping label could not be generated because the Country field of the "Ship To" address is not set. Please enter a "Ship To" Country on the Item Fulfillment page. "

There is not "Country" in the "Ship To".  Any ideas?
