Report Snapshot

Our custom roles of sales manager and sales rep do not have the option of selecting a report snapshot on their dashboard. I click customize this page on the dashboard, click report snapshots, and there is no third tab for custom report snapshots. How do I get them set-up to see these?? I publish a snapshot to their roles' dashboard and all they see is an error message.
