Vendor Search not returning all vendors

Hello,

I am trying to query the vendor record and return a list of all vendors.  When I use web services with no filters and either basic or advanced I only get a partial list of vendors.

If I use ODBC to pull all list of vendors I get the complete list.  I have been narrowing down on one specific vendor to try and eliminate as many possibilities for errors.  The vendor that I have narrowed in on has an attribute of "Duplicate."  It appears that any vendors that have that same attribute of "Duplicate" are not returned from the web services results.  This vendor also has a subsidiary relationship.  Yes, I am iterating through all results and all pages of results.
