Cart Order Flow

So I just figured out this is the standard order flow when using NS's online cart.

1. Sign In
2. Add Items to Cart.
3. Proceed to Checkout
4. Enter CC Payment details
5. Review Order & Submit

In the review order and submit they  have the option to see the shipping method.

This seems wrong to me should the choose the shipping before the get to the Payment section.

Is our site set up incorrectly?  Where can we go to reorder this online in NS?
