Duplicated Shortcuts On Publish Dashboard

Whenever we publish a dashboard all shortcuts are duplicated.
When you click setup on the shortcuts portlet some of the duplicates are greyed out. What is going on here as we have to untick the shortcuts per user whenever we publish a new dashboard! Is this a bug that is going to be fixed or are we doing something wrong?
