FinChrg can not add Department

When you enable finance charges, an other charge for sale item is created with the name FinChrg. If you go into FinChrg there is a field called "Department".  However, when you attempt to populate this field, you receive a message "Finance Charge Item cannot be edited as an item. Please go to the finance charge preferences page to make changes"

If you go to the Finance Charge Preference page the field "Department" is not available to populate..

How can populate the field "Department" on the record FinChrg or on the preference page?
