Fields with embedded commas

The CSV File Format allows for Fields with embedded commas but looks like NS is not reading the format properly? Anyone seen this problem?

Fields with embedded commas must be delimited with double-quote characters. example. "Anytown, WW" had to be delimited in double quotes because it had an embedded comma. This is not working in NS (I think)
