Vendor Bill (Please choose an item to add)

Trying to customize a bill and have some odd behavior.  I am adding 1 expense line and saving (no items).  When there is no client script it works.  I add a script that does nothing and does not even get invoked I get the message preventing from saving the record.

"Please choose an item to add"

If I go to the item list and press "cancel" I can now save the record. 

Again the mere adding of a script file seems to cause this issue.
