Disable Searches for Customers

I have a role for dealers that I don't want to be able to search for anything other than their own claims records. I used a saved search that should only allow them to see their own claims, and when I test it the search limits the claims like I want.

However, the problem that I am having is that when the dealer selects an individual claim they then have the option to click the button "search" that is directly below the Home tab. By clicking this search they have access to change the search that is restricting their view, thus giving them access to all of the claims records not just their own.
