Trying to pay commission after quota is met

We pay a base salary to salespeople.  Then we pay 3% commission of total sales over $30,000.  Is this possible in netsuite?  I see you can set up a linear quota plan and set the plan to pay 3% after 100% of the quota is met, but does this pay 3% of the total sales including the quota, or 3% of total sales above the quota?  Thanks for any help!
