Quota (Sales Amount) Commission

We're trying to have a commission schedule for Quota (Sales Amount), but it looks like NetSuite wants to calculate the commission on both the SO and Invoice. Is this right or a bug?

Period - Quarterly
Categorized by - Parent Departments Only
Eligible Amount - Collections
Calculation Scale - Marginal
Rate - Percentage

We're trying to pay additional percentage for one department on SO's only once quota for that department is reached.
