Commission on Quota for Partners

I have a customer who commissions their partners based on a quota.  I see the "Commission on Quota" option is available for employee commission schedules, but not for partner commission schedules.  Why would this feature not be made available to partner commission schedules as well as employee commission schedules?  Is there any way around this?
