Marginal Commissions on Transaction Total

We've got a need to do marginal commissions on a per-transaction (ASA) and not per-quota basis.

Our company is hoping to do:

X% on the first $Y of each SO
X-1% on the rest of the balance.

I know we can do marginal on Quota, but we need this on a transactional level.  Can it be done?

For example:

5% on first $25k
3% on the remainder.
