Bypass sales rules?

I use sales rules and territories to route leads from online marketing forms to sales reps. I'd like to have another online marketing form that allows the person filling out the form to choose the sales rep and have it override the sales rules. I've been able to add a drop-down of sales reps (sourced from employees) but it does not matter what is picked, as upon submit, the sales rules override the choice.

Any ideas on a work-around?
