Need Import Template

Hi,
I am the admin for OpenAir Timesheets for a pool of 300 Engineers. I plan to use the Resources module in OA also so I can come up with Planned Vs Actual  hours on project that Engineering Team engages in.

I would like to import the planned hours into OA for all projects?
Is there a template to import these hours?

Would like assistance on how I can generate the Planned Vs Actual report also.
