Seeking a Use for Filter Sets

I'm struggling to find any useful purpose for filter sets.  My question is this.  If you add filters on project stage and/or charge stage, does that then filter from reporting any data that is tagged with these project/charge stage values, or does it only filter those stages from view in the UI?

I want to hide the stages in the UI without affecting the results of reporting.  If I can't do that, I still can't find any use for filter sets whatsoever.
