Leave Accrual Caps

I am interested in implementing some form of proactive notification that a user is approaching their leave accrual cap.  The ideal solution would be some kind of alert that is triggered when their accrual balance is within 20 hours of the rule cap.

An alternative would be a report that succinctly shows accrual balance vs. the cap for that rule.  It would be even better if I could limit the report results to include only those records that are within 20 hours of the cap.

I cannot figure out any way to create automated alerts or even a report that comes close.  It seems odd, given the data is clearly in the system.  I just cannot figure out how to retrieve it.
