Suitetalk: how to create other relationships using webservice SOAP API

From Netsuite portal, I open a Vendor record. Click Relationships tag, edit Other relationships field, I can select Partner or Customer. After I select Partner, system will add a Partner record using same information as Vendor record.

I want to do the same function using suitetalk webservice soap API.
After I create Vendor or Partner, I want to add an Other relationships.
What's the API and is there SOAP sample for this?
