Permission to use saved search advanced template?

I've created an advanced template for printing the results of a saved search. However, the only way users seem to be able to access it is if their Perform Search permission is set to Full. This is problematic, because it also allows them to edit searches. I would like for them to be able to use this template, but not to be able to edit searches. Is there a way to achieve this?

Here is what users see after clicking the print button with their Perform Search permission set to View:

You can see the normal dropdown where you would select the template is not even there at all.
