How to using an anchor in menu

In my footer I have pulled out a few section of our terms and conditions that I was users to be able to access through an anchor URL. When I am on the page, the anchor works fine. But if I am not on page, when I click on the URL it just takes me to the main page and not the anchored section on the page.

How can I get the URL to go to the correct section when not already on that page?
