Why is my Server Time Zone not same on the Map Reduce Script?

It's been a while since I looked at this but I have a map reduce script that is returning the GMT time when creating a date object new Date('11/21/2022').

I thought the default behavior was to use the NetSuite server timezone i.e. PST.
