Connect a related lead to another lead record

Example, we have a lead record for MadeUp county. We also have a separate lead record for MadeUp county commissioner. We would like to connect/relate these two leads to each other. Same as we can have a customer with a related contact under Relationships.

Thus far, I have created a custom field (on the lead record) labeled Related Lead. I can source the Customer list but I get ALL customers. Is there a way to get a list of just other leads.
