System Wide Discounts on Select Items for Specific Groups

Hello,

Is anyone doing system wide discounts on items (with exceptions) when the customer is purchasing on behalf of their department/the school? We're currently set up with price levels, but the issue is it applies a discount to an item by default even if that item isn't eligible for a discount for this purchasing method (i.e. most technology items).

We still want to be able to discount items (for any number of reasons), but we don't want this discount to default or have to do extra work to make sure they aren't being auto-discounted.
