Can you loop a workflow?

I created a workflow which sends out a 'personal' in state 1 and then the next 3 states campaign emails were sent out, the 4 or last state I had the state go back to state 1.

I got the following workflow failure message from netsuite:
ID : 7 You are attempting to send the same campaign email twice to the same recipient.

So it isn't possible to do the above and have a continually looping marketing workflow? I thought it was.
