Custom PO Approval workflow Removes Bill Button

We have implemented a custom work flow for purchase order approval and now we don't seem to have a Bill button on the Purchase Order screen even after the Purchase Order is approved and received? I'm sure I have missed something basic but I can't figure it out. Anyone else have a problem like this?:h_a_w:
