Trigger action when a checkbox changes from false to true?

I'm trying to create a single-step workflow that sends an email when any item with a given prefix (just a way we classify some of our items) is set to "Display in Web Site". The figures & diagrams in NetSuite help do not display in any of the web browsers I'm using, so it makes the help files difficult to use. If there's an example of this somewhere, I'd be happy to try and work from that instead of asking someone to explain this to me.

Some of the problems I'm having include not being able to:

[*]See any option to select "Item" in the Record Type dropdown in workflow setup, but still being able to view our Item-related workflows. Could this be a permissions issue with my role?
