Send Email in Workflow

I have a couple of workflows that send email, but I always seem to have to use trial and error to get the email to work.  Hope I'm not the only one who doesn't get why it is so difficult to send an email when a particular state is entered.

I'm using the Sample Travel Request workflow from NetSuite.  BTW - The sample bundle workflow didn't work before I modified anything, but I deleted the extra Accounting Approval workflow as we don't need that.  Basically, there is a custom form/record to enter in a travel request.  After an employee creates the request, the workflow moves from Entry to Pending Approval.  The supervisor gets an email stating that they have a request to approve.
