Simple Workflow...never simple

Ok, so I have spent hours trying to get the simplest workflow to actually work.  I want to trigger an email to be sent after a Sales Order status changes to "billed". 

I have a Workflow with:
subtype=Sales Order
Event Based with "on update" checked
Event type = (nothing highlighted)
Condition = "Sales Order : Status = Sales Order:Billed"

Then a workflow state with an action:
Trigger on Entry


Clearly I am not on the right path here.  Anyone with a better understanding how these work?
