Workflow Send Message Before Load

I need a message to popup when a field value is equal to something.  I can get the alert to work if the user edits the page but I need it to happen on page load.  here are my parameters

I am using Event Based On Create and On Update Trigger Type all
Condition (field) = (field value)

In the State I set

Show Message Trigger on Before User Edit 
Condition (field) = (Field Value)


What I can't see is a way to do this before page load so that the message pops up even if no one edits the record.
