Advanced PDF Merged with PDF in File Cabinet

I know that you can merge PDF's together using the pdfset tag with nlapiXMLToPDF, but when trying to use this tag with an advanced template, I am unable to save the template. Is there anyway that advanced pdf templates can include links to PDF's stored in the file cabinet so they can be merged together when printing? What I am trying to do is store the Terms & Conditions as a separate file in the File Cabinet and then when a Quote is printed, have the T&C's printed at the end of the PDF.
