Imported Workflows Results in Malformed XML Files

I'm currently using SDF to migrate workflows across environments. When I try to import these workflows, the resulting XMLs are getting cut off after a certain point.

Is there a connection between the length of the XML generated and it cutting off? I've noticed that the more extensive workflows tend to be the ones that are getting cut short.

Any recommendations for resolving this issue?
