Hide/Remove Files in Global Search

1. Is it possible to hide files in the File Cabinet from not showing up in the Global Search?

2. How do you setup a Folder, "Joe's Expenses", to only be viewable by Joe, the accounting dept, and anyone above him, like a supervisor or his supervisor's supervisor?  I thought about creating a dynamic group that contained all of these people, but that seems like the wrong way to do it...
