Address Verification - Sales Order Entry

Currently we are running into a bottleneck during fulfillment when address verification runs. Our shippers are having to send orders to our CSRs to make changes to the shipping addresses that do not pass verification through fedex.

Are there any solutions that allow the address verification services to run sooner in the order to cash process? I think best case would be in reference checkout and UI sales order entry.

Any information would be greatly appreciated.
