Search Keywords Don't Work When Imported via CSV

I've been trying to resolve Search Keyword issues for weeks now.  Problem is that Search Keywords at the Item Record level are not functioning when customers search for products on our site.

Originally, keywords were imported via CSV (in v2007).  I've just discovered that if I go to the Item Record, Edit it, remove the Search Keywords, Save the record, Re-edit the same Record, put the EXACT same keywords back in and Save the Item Record, the Search now works properly on the website.

Do I have to do this for 1000 records, one at a time??  Is there a better way?  Can anyone else concur that imports of Search Keywords don't work properly?
