Customer receiving stock on hand error message when they shouldn't

When a customer is in the customer center.

Viewing an Estimate

If they click on "CREATE ORDER" button.

They receive a pop-up error message:
": You have only 0 available ( back ordered, on order)."

This should not be happening.
