Can I edit location on individual line items in fulfillment?

I need to know. We have multi-location and per-line location enabled.

When I fulfill and in the fulfillment form, the line items each have a location dropdown but they are disabled.

1. Can I edit location in the fulfillment form?
2. Is so, then why are mine disabled (admin role) and how do I enable the line item location drop downs?
