Web tags undefined

In SSP, before I even Log In, the main area shows this message:

[Error processing dynamic tag getCartURL() : Unknown method getCartURL()]



Also, whenever I've tried to use any of the web tags in the form <%=someWebTag()%> it throws a similar error.

Interestingly, it works fine if I use them this way: <NLSOMEWEBTAG>

This is in a .SSP page.

What am I doing wrong? Is my Web Site configured wrong?
