Library Script Load Order

I'm having a problem with a Client script where supporting Library Scripts are loaded out of order.  The Client script is loaded by a "Simple Form" Portlet by calling portlet.setScript("customscript_client_script");  The Library Scripts defined under the Client script record consistently load out of order, regardless of the order they're defined.  Has anyone else encountered this issue before?
