Fulfillment emails not going out reliably

This week our fulfillment emails are hit and miss. About 50% of fulfillment emails are going out and the other 50% are not. This is NOT a spam filter issue. This is NetSuite not sending anything because the communication tab is empty on those that didn't get our fulfillment email. We can't spot a correlating variable on those that do and those that don't fire off an email.
