Bin Qty Available greater than Bin Qty On Hand

It's impossible for available>on hand, but it does happen. I would call this a bug/glitch, but Netsuite calls this system behavior. I've contacted Netsuite Support to help me solve this issue. Let me first off say Netsuite Support is a great system, but Support seem to only reiterate what is already in SuiteAnswers. They told me to make a saved search to find item fulfillments with a pick/pack status. I told them that this would not give Available > On Hand. Support said, "Good point, but let's make this saved search to help me continue my investigation." I said okay.
