Cannot Negatively Adjust Inventory?

Hi all;

I'm having a bit off an odd issue which I believe is related to a user role I have created.  In my administrator role, I am able to negatively adjust inventory and account for warehouse loss/damage/etc.  However, in my customized Branch Manager role, I am unable to negatively adjust inventory.  Am I missing a certain permission on my Branch Manager role?  Does anyone have any ideas?  I am at a loss...  I wish show role differences would allow you to compare against the admin role.
