Advanced Partner Center Expired Password Loop (Users can't login)

We are using Advanced Partner Center. When I bring up a partner and manually change their password, the user is unable to reset it. I send the user their new password, when they attempt to login, NetSuite notifies the user their password has expired and has them change it. When they change it, it changes (we know this because when it asks them to reset it again the "Old Password" is the new password just set), but expires immediately and asks them to change it again in an endless loop. Is anyone else experiencing this?? Need help in a
