Item Import Problem! (.csv)

Trying to import a CSV file With Items and price's
trying to Add and update.
I have ran into Major problems while doing this. After I get the file imported it shows 0 of 613 files imported successfully.
In side the import>Job Status
CSV Response file,
it shows this error for every line item -
Error
Invalid pricelevel reference key 19.90.

What Do I do to fix this???
Please help!!
