Export restrictions

We're looking into locking down export so that only the Administrator role can do a Mass Exports.  I've started to leaf through the documentation, but does anyone have any insight into how secure this is?  Are there other back doors to doing a mass export (eg - could someone setup a saved search and export mass amounts of data while not logged in as an Administrator)?
