Printing integrated UPS labels

I just set up a new computer and followed NetSuite instructions for printing integrated shipping labels with a thermal printer.  When I try to print a label I get an error "to help protect your security, Internet Explorer blocked this site from downloading files to your computer".  When I click for options and choose to download the file, I get "unknown file type" and then when I click to open it I get "......\upsshippinglabel24999[1].epl2 is not a valid Win32 application.

I had this working fine on my old computer and I also downloaded UPS Worldship and printed a label from there without problems.
