Fulfillment email

We have the accounting preference "send order fulfilled confirmation email" turned on. 

We do not have a web site currently enabled.

I notice that the v2008 release has the fulfillment email for web site as customizable.  But how can I customize regular fulfillment email, especially since we don't have a web store at this time.  Specifically we are trying to add the customers PO number.  Which by the way I don't even see the ability to do that on the web store fulfillment email.
