Free Shipping at Item Level, not Order Level

At the item level you can offer free shipping for those specific items; ie. promotions, specials etc. However, when you add an item that has free shipping to an order, the entire order is shipped free; which is our problem here. The functionality is there, but the logic is written backwards.

If the item is free shipping, then you can promote specific items, if the order includes both free and chargeable items, then free shipping should only effect the items that have been designated as free at the item level rather than the order level.

This should be an easy fix.  Anyone have any ideas?
