Scheduled Reports are Broken

I can't believe the number and variety of problems I've had with scheduled reports:
* running multiple times in a day, sometimes with different data on the same day even though the data didn't change
* not running at all
* running on the wrong day
* reports disappearing and reappearing from Report Schedules list
* reports not on Report Schedules list still run, but can't be edited
* exception code of DEFERRED in report results, but deferred status never cleared and N.S. can't explain what the DEFERRED status means

The flakiness of the report tool is incredible. I have several issues open on scheduled report problems, including
